The Consistent Exclusions
Washington State treats this model as unlawful and no serious operator accepts players there. Idaho is excluded almost everywhere as policy. Michigan is mixed: some operators withdrew after regulator attention, others still take players. Nevada is patchy because operators avoid friction with the licensed casino industry.
Everywhere Else
The model runs. Minimum age is 18 in most states and 21 in some, and a few operators apply 21 nationwide. Redemption is the sharper constraint: the payment processor, not the casino, often decides whether your state can receive a payout.
